Yesterday, Republicans voted down a resolution proposed by House Democratic leader Nancy Pelosi of California to create a bipartisan task force to make recommendations to restore confidence in the ethics process, but Republicans tabled the measure 223-194.
Recently, Republicans single handily changed the Ethics Committee rules so violations can only be investigated if a member of the other party also is willing to investigate the allegation. Prior to this rule change, if the committee was split, there was automatically an investigation opened. This ensured that partisan politics did not get in the way of the commencement of an investigation. Now, if the committee is split, there is no investigation. This measure was enacted to protect the Republican 2nd in command, Tom Delay, who was admonished 3 times in as many months prior to the rule change.
