The State Department memo warned of post-war 'planning gaps.' Is this any surprise when you have someone like Rumsfeld in charge who thinks looting is just part of being free.

Does this mean that oppressed people are precluded from committing crime? Gee, freedom means the freedom to loot? Who wudda thunk. Looks like I am going to go get me a new HDTV tonight.
